ADVISORY PANEL

Elaine MacDonald is a Registered Social Worker and qualified Mental Health Officer with over 25 years' experience across adult support and protection, mental health, learning disabilities, and multi‑agency safeguarding practice. Currently a Consultant Practitioner, she provides strategic leadership, professional oversight, and workforce development within Adult Support and Protection, bringing a strong commitment to rights‑based, trauma‑informed, and person‑centred social work. 

​Fleur Rush is Membership Sales Manager at Moray Leisure Centre, where she works closely with the voice of the customer to shape services and experiences. Moray Leisure Centre is focused on strengthening community engagement and supporting health and wellbeing through sport, physical activity, and leisure. New to the leisure sector, Fleur brings a fresh perspective and a strong interest in how local services can play a greater role in preventative health. She is involved in developing programmes such as Health Referrals and Heart of Moray, helping to connect people with opportunities to improve their physical and mental wellbeing.  Her work centres on building partnerships and creating accessible pathways that support healthier communities across Moray. 

​Andrew is the Policy and Research Officer at Scottish Community Development Centre (SCDC) and he has a background in research, having completed a PhD into men's health lifestyles in 2010. His policy work at SCDC includes developing consultation responses and writing policy briefings for different audiences such as communities and policy makers. Andrew's research work includes training and supporting communities to conduct and make use of their own research. 

Graham joined the HTSI team in March of 2023, he links in on a project with THRE (Third Sector Human Rights and Equalities) to deliver training and advice to third sector charities on promoting Human rights and equalities in their organisations. This project has expanded into advising on topics as diverse as A.I, being trauma informed, climate change and soon the Fairwork convention. All under the lense of human rights and equalities, Graham has a keen interest in rural Scottish communities and how rights can improve peoples lives.

Graham attended the University of the West of Scotland when he lived in Paisley, then worked in a children's residential home in Caithness for three years before moving to Dundee to continue this career path. Graham enjoyed fifteen years in residential childcare, in various levels and positions before joining the HTSI team. Amongst this, Graham enjoyed being a Union steward and advocating for workers rights.

Professor Sarah-Anne Munoz is a Policy Officer within Children & Families and Justice Social Work at Moray Health and Social Care Partnership, where she supports the development and implementation of evidence-informed policy and practice. She is also a Visiting Professor at the University of the Highlands and Islands and has an extensive research background in rural health, community wellbeing and health inequalities. Sarah-Anne is particularly interested in how community knowledge and lived experience can shape research, policy and services, and in ensuring that evidence leads to meaningful change. As a Moray resident, she values the opportunity to contribute both her research and policy experience to a locally rooted, community-led network.

Alice Guo is a research fellow at the Scottish Collaboration to Public Health Research and Policy (SCPHRP), University of Edinburgh. Her current research focuses on understanding people's experiences in using digital healthcare services in rural Scotland and explores the role of social inequalities in healthcare access. Other topics of interest include migration health, mental health, qualitative and creative methods.

Evelyn is a Senior Researcher at the Centre for Local Economies, where she works with all levels of government, local institutions and communities to ensure economies are rooted in the places people call home. She is skilled in quantitative and qualitative research and facilitation, having conducted spend analysis for multiple local authorities across the UK, and delivered workshops and training on community wealth building to public anchor institutions and community organisations. Prior to joining CLES, Evelyn worked with community groups, social enterprises and charities across the UK and internationally, to strengthen their sustainability and evidence the critical role of the community sector in local economic development. She holds a Master's degree in Ecological Economics from the University of Edinburgh. 

Dr Robert Lockhart is a GP at Maryhill Practice in Elgin and serves as Primary Care Clinical Lead for Moray Health and Social Care Partnership. He is also the current Chairperson of NHS Grampian's Area Medical Committee.

Throughout his career, Robert has been committed to improving how people access care and support within their communities. His work focuses on developing practical, person-centred services that help people receive the right care at the right time while making the best use of local resources and expertise.

Robert has a strong interest in mental health and wellbeing and is passionate about supporting initiatives that strengthen resilience, reduce health inequalities, and improve outcomes for people across Moray. He values collaboration between communities, researchers, health and social care services, and the voluntary sector, recognising that lasting improvements come from working together to understand and respond to local needs.
